How CE is awarded
Writers earn CE when they submit. They keep those hours if the item is later declined.

- Open Manage user for a writer.
- On Profile, read Items & CE credits.
Opening Manage user requires Invite and manage users. The card total is CE hours from the credits ledger, summed by exam. It lists items submitted and CE earned. The first submit records the credit. A later move to Declined does not remove those hours.
If the writer has not submitted
The empty-state heading is No submissions yet.
